Many claim that KFCââ¬â¢s early entry into China is one of the major factors that contributed to their huge success in terms of revenues and expansion in China. On the other hand, McDonalds used a simila r strategy; in 1971, the first McDonalds restaurant opened in Tokyoââ¬â¢s Ginza district. It was a marketing strategy that was following the rival KFCââ¬â¢s. It seems like economics Game theory; one competitor opens an outlet somewhere, the other follows, strangling the hold on market share. The move into Asia of both the giants seems like a ball game; one makes the move, the other reacts. And reaction was what McDonalds needed in China. KFC was cashing in a lot more than McDonalds. McDonalds with its 1000 outlets in China compared to 2300 of KFCs was raking in less revenue per outlet. Some put it at $900,000 per outlet compared to KFCââ¬â¢s $1.2 Million per outlet. Inclusive Education Essay The article I have chosen for review is ââ¬Å"What Matters Most in Inclusive Education: A Practical Guide for Moving Forwardâ⬠, published in the Intervention in School and Clinic Journal. As the title of the article suggests, what is more important where inclusive education is concerned? This topic is illustrated in the article through the authors own experiences and research. More specifically, the authors note that the concept of inclusion implies a sense of belonging and acceptance. The topic of this article is promoting inclusion of children with disabilities into the proper environment. The authors state ââ¬Å"the physical placement of students with disabilities in general education classes is often overemphasized, while other aspects of developing inclusive environments are neglectedâ⬠(Voltz, Brazil, Ford, 2001, p. 24). This sets the context for the more specific research problem. The authors state ââ¬Å"although it is not generally conductive to inclusive environments to create separate spaces designated for special education, it is helpful to maintain physical spaces that can be used by any group of students or teachers on an as is basisâ⬠(Voltz et al., 2001, p. 24). The authors go on to note that, ââ¬Å" by providing for flexibility in student groupings, without designating physical spaces for special education, the overall academic, affective, and social goals of inclusion can be metâ⬠(Voltz et al., 2001, p. 24-25). The authors did not note a specific research question or hypothesis, but they do address the overall context for their qualitative study. They state that ââ¬Å"the intent of this article is to highlight for general and special education practitioners the critical elements of inclusive education and to provide practical suggestions for how to promote these elements in general education classroomsâ⬠(Voltz et al., 2001, p. 24). After reviewing the literature, the authors state that, ââ¬Å"in order to make inclusive education work, attention must be given to the physical environment of the classroom, the instructional strategies employed, the classroom management techniques used, and the educational collaboration that occurs among facultyâ⬠(Voltz et al., 2001, p. 25). The authors began their article with a review of the movement of maximizing the participation of special education students into general educationà classrooms. The critical elements of inclusion discussed by the authors are: Active, meaningful participation in the mainstream, sense of belonging, and shared ownership among faculty. Next the authors discuss supporting the critical elements of inclusion. In this section of the article the authors discuss instructional strategies to make inclusion work in the classroom. The authors state ââ¬Å"in order for students with disabilities to participate meaningfully in inclusive classrooms and feel a sense of belonging, special attention must be given to differentiating what is taught, as well as how it is taughtâ⬠(Voltz et al., 2001, p. 25). The authors also discuss the classroom climate. The authors note that ââ¬Å" one of the most critical elements of successful inclusive classrooms is a facilitating social/emotional climate in which students and teachers feel safe, valued, and acceptedâ⬠(Voltz et al., 2001, p. 26). The last topic that the authors discussed was educational collaboration. The authors state that ââ¬Å"in order to facilitate the inclusion of students with disabilities, it is critical that general and special education teachers routinely meet to engage in collaborative problem solving around issues that may emerge in the inclusion processâ⬠(Voltz et al., 2001, p. 29). The authors conclude their study provides important information that can assist educators to move forward with diverse learners. The authors argue that inclusion is not just about placing children with disabilities into general education classrooms. Children that are in special education also need to be placed into the proper environment. While this article has provided detailed information about how to promote an environment suitable for special education children, it lacks information specific to the affects of inclusion on children without disabilities. The authors assert that their study can help educators refine educational environments to embrace special education learners. A case study of NPower, a leading energy supplier in United Kingdom In the past the training and development approaches were not followed by many organizations. It was believed that the managers or leaders are born not made. Activities of training the employees were considered the wastage of time and resources. However, with the passage of time it was understood by the theorists and the organizations themselves that training and development is very important for human resource building. Now training and development is one of the important functions of human resource management. Training is not considered as a cost rather it is considered as investment on the employees which ultimately become the assets of an organization (Beardwell, 2004). Different methods and techniques are available to train and develop the human resource and those methods and techniques are modernized with critical analysis and their effect on human behaviors. There is one way to train the employees is to give them theoretical knowledge about the skills and give them an understanding of theories and procedures developed by different big organizations and theorists. This type of training and development comes under cognitive approach which majorly focuses on lectures, discussion, demonstrations etc. However the case company, npower does not follow this approach as they believe more in practical training rather than verbal or written training. Npower train their employees in real time working conditions where they understand the skills and adapt them and implement them on their job in the same time. This allows more sold grasps on the concepts and techniques as bookish knowledge might be different from the practical knowledge. And this also does not allow the generation of any conflict between the bookish knowledge and its practical implementation. This type of training and development comes under behavioral methods. Npower puts the responsibilities on the employees shoulders and delegates the decision making power to their employees which give them a sense that they are the part of the organization. In this way the employees feel more responsibility on their shoulders and this enhances their leadership skills and capabilities. The company involves the employees of all levels in the decision making process as they trust the competencies of their staff. The decision making power is delegated to all levels depending upon the criticality of the decision and the risk associated with it. The strategic decisions which involve high risk are the responsibility of the top management. As designing and implementing the strategies gives a direction to all the organization and it is very important to show a right direction to the organization otherwise the whole venture will be a complete failure. After the strategically decision, comes the tactical decision which is required to be made for the proper implementation of strategies decided by the top level executives. Tactical decision is at the discretion of the managers. This is because it involves fewer risks as compared to the strategic decisions. Managers are in a better position to take such decision because they understand the strengths and weaknesses of their team members. This allows the managers to learn the analytical and managerial skills and furthermore the skill of taking strategy in to implementation phase. The next level of decisions is the operational decisions which are delegated to the low level employees. For instance an employee does not have to wait for the approval of his manager if he finds that a part of a machine is required to be changed. Training and Development Theories and Npower Approach Competitive advantage is referred to that ability of an organization which is not possessed by the other organizations and it is a competitive advantage which leads the organization to the top positions. There are many organizations in the world who are leading the markets by gaining competitive advantage in different fields of their business activities. One of the way in which a firm can attain a competitive advantage over the competitors is by building a force of superior human resource (Beardwell, 2004). Now the question arises that how this force of superior human resource can be build. The answer lies in a very important function of human resource management i.e. training and development. It has been observed that the employees or labor working in a competitive environment of market always welcome the training and development programs which can enhance their skills and knowledge (Davis Bostrom, 1993). Now days every job holder understands that to sustain and grow in the career it is very important to polish their skills. It is not that time where one degree or diploma is sufficient for the whole life. There are several theories available in literature which emphasize on the importance of training and development in the organization and provides different alternative methods for training and development. A discussion of four major theories of training and development is given below. Theory of reinforcement This theory emphasizes on the learning behavior of a person and suggests that the learner will repeat that behavior which is attached with a positive outcome or result. Skinner an economist of behaviorist school of thought proposed the theory of reinforcement and suggested that the training and development programs should be aligned with the organizational objectives and a positive outcome should be expected with such training and development programs. Further elaborating this concept suggested in reinforcement theory, it can be argued that there are several techniques available in human resource practices which can be associated with the training and development programs and the required suggestion by this theory can be fulfilled. Different types of rewards in the form of bonuses, salary raises, promotion and awarding of certificate after the training program can be associated with the training and development activities and these rewards will definitely gen erate a positive outcome. If this is done by an organization then according to the Skinners theory of reinforcement the trainer i.e. the employee will show more interest in the training and development programs held by the organization. Theory of Learning Types The theory presented by Gagne emphasized on learning of intellectual skills. These are such skills which are found rare among the persons. He suggested by different learning types in his theory and each learning type contains some external and internal conditions. The five categories of learning which Gagne defined in his theory include intellectual skills, verbal information, attitudes, cognitive strategies and motor skills. Theory of Experiential Learning Experiential and cognitive types of learning are differentiated by experiential theory of learning presented by C. Rogers. According to Rogers, the wants and needs of the learner are addressed by this type of learning. Experience gives the person a maturity and increases the learning power along with the knowledge. Due to the personal involvement, the learner is able to conduct a self-evaluation test, which allows him to understand the effect of learning on his/her attitude. The case company npower seems to follow this theory as the company puts an engineer in different working conditions and allows him to understand different fields of work. This helps the employee to gain experience and that person skills grow by gaining experience with the passage of time. Theory of Social Learning Social theory presents a new view of learning i.e. social. According to the presenter of this theory, Albert Bandura, direct reinforcement cannot address all types of learning. Here by direct enforcement means the training and development programs that is organized to enhance the skills. According to this theory such programs are not address all learning types as there are some social elements which cannot be taught. Those elements are learned by the leaner from his/her surroundings. Such type of learning is called observational learning and this learning is associated with the understanding of different human behaviors. The first type of learning defined in this theory is through observation. In an organization the environment and the surroundings plays a very important role. The environment should be very professional and the surroundings should be in such a way that the people (employees) learn from them. This theory also suggests that it is not necessar y that the behavior is changed after learning something. It is expected that a persons behavior changes after learning something, but it is not in all cases. Furthermore the theory also explains about the mental states which play a vital role in learning process. If the mental status of the person is negative regarding any learning activity then he will not take part in that learning process and even if he is forced to do so, he will not gain any positivity from that process. In organizational training programs the mental state can be made positive regarding the training and development programs by associating the rewards and benefits with such programs which will motivate the employees and help to build a positive mental state. The case company also follow this theory as it allows the employees to learn from the surrounding and provides an environment where they can learn from their supervisors/managers and coworkers. Change Management and Human Resource Management For the organizations throughout the world, constant change has become a necessity for the success and growth. Due to the intense competition in the market organization find them in a continuous process of change in order to cope up with the market and customer needs (Chandler, 1992). In this way change management has become a permanent function or activity of any business. Many organizations increase their effectiveness by using change strategically. However, for an effective change in an organization it is required that proper thoughtful planning is done and the employees acceptance is taken by properly communicating the benefits of change to the employees. Human resource department should be involved form the initial phase of change process (Beardwell, 2004). For effective change process implementation it is very important that employee resistance should not be there and employee resistance majorly occurs when they are not clear about the process and the benefit of the change (Buchanan Hucczynski, 1991). Simply imposing the change in the organization will not result in the effective and successful c hange implementation. Furthermore, this will impose a bad impact on the employees mind and will affect the performance of the employees as the employees will have to work in the new changed environment forcefully and it is very much understood that desired outcomes and results cannot be taken by force. Human resource should be actively involved in the change process and this will bring a real change in the organization. So the company considers the employees thoughts and suggestions which are very important for bringing change in the organization. PESTEL analysis is not only to evaluate the forces that can affect the whole organization; this analytical tool can also be used to identify the forces which affect the specific business units or functions of an organization. The human resource polices of the case company npower are under discussion and a PESTEL analysis is conducted of those external forces or factors which can affect the human reduce policies , practise and procedures of the company. At United Kingdome there are different legislations which protect the consumer and employee rights. Furthermore there are laws which are used to maintain a fair competition in the market. So, the change in any kind of law and procedures will affect the human resource policies and practices directly. So the changes in the laws and procedures in any country will affect the internal human resource policy of the organization. Causal Argument Essay
In a split congress, our government tends to bicker among minor issues, which leads to turmoil among the nation. With a deadline for the 2014 fiscal year budget, our congress couldnââ¬â¢t agree on the amount of money being funded to Obamacare and the Medical Device Tax. Republicans fought for cutting of Obamacare funding, while the Democrats opposed and eventually won out. As October 1st approached, Republicans made a proposed budget that cut the funds for Obamacare that would cripple it as a government program. When the Democrats rejected the proposed budget, our government went into a partial shutdown, which lasted until the 17th of October. The Continuing Appropriations Act 2014 has allowed us to keep our current spending levels until January 15th and the debt ceiling will be extended to February 7th. Republicans made a feeble attempt of scaring the Democrats into doing what they wanted, which in turn, back fired and caused a negative press toward the Republicans (McCullough). Tourists and travelers worldwide have also become angry over the shutdown and US citizens are seeing the affect our shut down is having on countries all over the world, such as France, Germany, and England. This government shutdown is going to lead to many economic issues such as lost jobs, a weakened economy, and Obamacare funding, which could weaken large businesses. When the government shutdown, 800,000 non-exempt government employees were furloughed and loss there income for over two weeks. Once these non-exempt employees returned to work, they were paid for their lost wages, which is another hit on government spending. The White House projected that a one week government shutdown would cost the U.S. economy 10 billion dollars (Stein). As of October 22nd, the economy has lost 24 billion dollars and more than 3 billion dollars in lost government services. Large businesses also took a huge hit with the shutdown because they had to furlough employees and U.S transportation systems werenââ¬â¢t running so certain goods were not delivered on time. When the temporaryà budget was passed, it funded Obamacare, which requires large businesses to provide health insurance in 2015 and that is another financial impact that could decrease the pay for the low-income workers in larger businesses (Walshe). With 24 billion less dollars in the economy, it will now be difficult for international stocks as well as revenue for large businesses to make the expected profit gains. Pamela Sampson of Yahoo News, released an article with the title: ââ¬Å"Global Stocks jittery after US Government shutdownâ⬠, where she discusses how the British, French, German, and U.S stocks plummeted after the shutdown. Asian stocks rose partially after a public holiday, but international trade nearly halted (Sampson). United Statesââ¬â¢ foreign policy will also be widely effected by the government shutdown because outside countries may lose trust in our abilities to pay back our debts. Necessary deals with Syria about possible bombings and the European Union about the Transatlantic Free Trade Area were suddenly stopped. The Transpacific Strategic Economic Partnership was not able to be discussed at the Pacific Economic Cooperation meeting because President Obama couldnââ¬â¢t attend, which would have helped end Chinese influence on our country (Sampson). The public opinion of US citizens and travelers from overseas are always important because it earns credibility to the administration which is running the country at any given time. Polls from CNN and Fox News (one democratic-biased and one republican-biased website) showed that Republicans were to blame for the government shutdown, which may affect voters in the 2016 election. A Gallup Poll also showed an 11% approval rate of the congressional branch of the government, which was at an all-time low (MSN). Tourists from all over the world were up in arms about the Statue of Liberty, Ellis Island, and the Normandy American Cemetery and Memorial, being shut down due to the government shutdown. Luckily, the state of New York made a deal with the national government in which they would absorb the bill to open the Statue of Liberty. Every National State Park was also closed after the shutdown, which decreased the tourist industry. In return, a decrease in tourist around our national parks, leads to a decrease in profit for businesses close in proximity to national parks. Jim Geraghty, aà columnist for the National Review Online, stated: ââ¬Å"Harry Reid doesnââ¬â¢t want to minimize the pain of the shutdown. He wants to maximize it.â⬠As you can see, the media is not behind congress and they have lost any support they once had due to this government shutdown (Taylor). Shutting down our government doesnââ¬â¢t just hurt the economy, trading, foreign deals, and public opinion, it also creates a bigger rift between the Democratic dominated Senate, the Republican dominated House, and the Presidential Administration. The Continuing Appropriations Act 2014, or the deal which ended the shutdown, will buy congress until February 7th, but the rift between the house and senate may cause us to shut down again after this date. John Chambers said, ââ¬Å"We think that weââ¬â¢ll be back here in January debating the same issuesâ⬠and it seems as if Obama agrees. Obama told reporters, ââ¬Å"Hopefully, next time, it will not be in the 11th hourâ⬠, which seems to show his lack of support for our congress (Taylor). Government jobs were furloughed, worldwide stocks and economies dropped, foreign policy and trade halted, and a loss of tourism and US support; all due to Republicans not being able to deal with Obamacare, which they passed in 2010. Althou gh we extended the time allowed for the debt ceiling and the spending levels, we have once again ran around the real issue and found a cop out (McCullough). With a loss in global revenue, our stock, as well as, international stocks dropped tremendously and are still recovering. Trade amongst international countries and the United States has been minimized because foreign countries arenââ¬â¢t sure if they will get paid back the money that the United States has borrowed. Not only did National Parks close, but some of the biggest world monuments were shut down and tourists from all over the world were enraged by the amount of money they paid to see the monuments in the United States (Walshe). Public opinion on the United States, the Republican Party, and Congress have diminished because citizens and outside foreign leaders are losing trust (Sampson). Economic struggle, crippled foreign policy, and a loss of support will only lead to the further struggle of our country and eventually lead into another government shutdown in 2014. With a 2016 election approaching in 3 years, this government shut down proved to a lot of people how destroyed our congress has become; and polls showing how Republicans should be blamed have now made it even easierà than it already was for a Democratic Administration to be brought into power in this upcoming election. Foreign trade issues, nuclear weapons in foreign countries, and international stocks decreasing, may lead t o either another war or losing support and allies in other parts of the world (Taylor). Now, we must wait to see if our congress can pull together their differences and create a deal that will stop the fighting amongst parties and lead us in a forward direction as a complete country. Therefore, fighting Spain for a noble cause would make them look good as well as be able to force Spain to give up much of their territories for the US to make use of. The need for this exposure in developed nations some decades back saw to larger families than today. Academic debate Essay There has been considerable academic debate concerning the emergence and meaning of globalization with differing views ranging from those who believe that there has been no change to what already existed with previous trade and movement across nation states to those who believe that the consequences of globalization can be felt everywhere and that the sovereignty of nation states has been greatly diminished. It is argued by those such as Modelski that the world society today is global in direct contrast to all other historical societies and for David Held (1) globalization is about a significant transformation resulting in local communities linked to global actions (1). This paper does not delve into the debate about the theory of globalization, rather it focuses upon the infrastructure of the UN in terms of governance of world affairs. During his leadership as UN Secretary-General Kofi Annan sought to define a new role for the United Nations at the centre of ââ¬Ëglobal governanceââ¬â¢ (Held and McGrew 1). In response to the onset of globalization there are those, including Rosenau (8) who believe that a new complex multilateralism is evolving as a system of global governance. In the absence of a world government Rosenau (8) believes that the concept of global governance is the most apt description of the system that decides who rules and governs across the international community. This evolution has been made possible following a number of significant events over the past two decades. Firstly the end of the cold war opened up opportunities for new ways of governing at the global level. Secondly there was a massive increase in global issues such as the environment (for example climate change), health (for example the HIV / Aids epidemic) and consumerism that was affecting the way that world affairs were being run. These changes to global affairs has convinced the advocates of global governance that the traditional geopolitical management of global affairs with its hierarchical forms of management is unsuited to the challenges and tasks that are now emergent and that new forms of global governance need to be introduced. The common arguments against global governance include the inequalities of power between states, the structural privileging of the interests and agenda of global capital and the technocratic nature of the global policy process (Held and McGrew 13). In general there are three principle explanatory accounts of global governance: liberal institutionalist, realist and neo-Gramsic. Each attempt to explain how governance works beyond the national state but there are considerable differences in their epistemological frameworks which are a reflection of their interpretations of the social world as well as difference assumptions about world politics. Liberal institutionalism argues that governance beyond the state is endemic (Held and McGrew 12) because of the important benefits that global institutions can bring to individual nations, for example the functional benefits of a global health organization. Liberal institutionalists believe that international institutions ââ¬Ëempower governments rather than shackle themââ¬â¢ (Keohane 13) . Realism finds that governance beyond the nation state depends upon the policy interests of the most powerful states, which means that the global institutions can have little autonomy or power as their function is primarily to advance the interests of those more powerful states (Held and McGrew 12) and thus the inequalities of power between the states is highlighted. Neo-gramsican theories share the bases of the realism theory however they consider the structural imperatives of globalizing capitalism as the key component. This theory states that the conduct of global governance is underpinned by the expansion of globalizing capital through the dominant forces, i. e. the US and therefore the global institutions are merely instruments to obtain this objective at the expense of the welfare and environment of the global communities. There is concern that the there is an insurmountable deficit within the current capacity of global governance to address the pressing global issues of poverty, health, environment, security and welfare. In practice this can imply a criticism of how the United Nations is structured and functionally operates, and essentially makes the presumption that the UN is ineffective (Luard 1). The United Nations Organization (UN) is an international organization that brings together 191 states in a voluntary forum to consider all affairs ââ¬â such as security, living conditions, affecting the global population. The structure consists of the General Assembly, the Security Council, The Economic and Security Council, the Trusteeship Council, the International Court of Justice, the Secretariat and the UN System (www. un. org) . This paper focuses on the operations of the UN System. The United Nations has a number of organizations formally within its system as ââ¬Ëspecialized agenciesââ¬â¢ ââ¬â although in reality they are largely autonomous from the central UN, for example the World Health Organization (WHO), the International Labour Organization (ILO) and UNESCO. These specialized agencies are linked to the UN through cooperative agreements have wide-ranging international responsibilities in the economic, social, cultural, educational, health and related fields. Some of them, like the International Labour Organization and the Universal Postal Union, are older than the UN itself (www. un. org) . All these organizations have their own governing bodies, budgets and secretariats. Together with the United Nations, they are known as the UN family, or the UN system. Together, they provide technical assistance and other forms of practical help in virtually all economic and social areas. The reform of the UN is an issue of constant debate, although only the member states have the power to implement any changes so it must be driven through them. It can be argued then that the UN is not a global organization, rather it remains an inter-governmental organization as it can only develop so far as the member states will allow and they will always weigh development against their own self interest. However this reality is in comparison with the global expectation placed upon the UN and Bernhard (213) believes it is this contradiction in reality and expectation that causes the UN to over stretch itself. Bernhard (213) presents three scenarios for the future of the UN. Firstly that the UN system will weaken, and ultimately fail in the members states withdrew participation and secondly that the UN could develop as a sort of world government with the institutions forming a central coordinating role of the global governance process and ultimately leading to the loss of nation state autonomy. The third scenario seems more plausible, that the UN will remain as an imperfect instrument in need of reform but also an important global organization. This itself requires examination of a number of issues, namely whether it takes on a role as actor in its own right or continues to be held to member state autonomy. The leadership of Koffi Annan as the Secretary General has had some impact on the pace of UN reforms. At the Millennium Summit in 2000 he called for members states to reorganize the UN so that it could be better equipped to meet the challenges that globalization brings . However in practice the extent of the UN reform appears modest and Bernhard (214) makes the distinction between internal reforms of the UNââ¬â¢s by-laws which are easier to achieve than constitutional changes, which would require changes to the Charter. The complexity of the UN system doesnââ¬â¢t allow for reforms to be made easily. Every amendment needs a two-thirds majority in the General Assembly and the ratification of two thirds of the member states, including the five permanent members. Therefore the permanent members have a high level of strength and can block any reforms, although to be fair they would need the agreement of more than 120 UN members for their own projects to succeed (Bernhard 242). Koffi Annan (Bernhard 243) drew attention to the institutions of the UN being unfit for the present day purpose as they had been created for an inter-national rather than global world. The UN system has resulted in a tradition of decentralization, along with a steady growth of new agencies. It is this situation that draws critics to argue that there are overlaps and duplication of effort and irrational allocation of resources (Ziring 464). There is no world budget to deal with economic and social affairs and each UN agency are responsible for their own budgets and programmes, subject to the limitations of the collective will of their members. Ziring (464) argues that the Economic and Social Council has not fulfilled its central coordinating function, being mainly consigned to discussion and liaison and he makes the important statement that the most formidable barriers to improved functional co-operation between the agencies are in fact political and budgetary, not organizational. This would then mean that the UN reforms should be focused on gaining the collective political and economic will of member states rather than introducing organizational changes alone.

Proposal for Youth Teamwork Project Leicester co-operative project Introduction The intention within this report is to present a proposal for a business project that will assist in addressing the socio-economic needs of the multi-cultural and immigrant youth communities that exist within the city of Leicester, particularly in relation to the consequence of crime and disorder. The project will have a commercial aspect in that it is designed to generate revenue for the business. The Project The YTL (Youth Teamwork Leicester) project will be set up as a small business, as defined by various researches (Carter and Jones-Evans 2006, ch.2), with its legal structure being that of a commercial co-operative. The reason for this structure is to ensure that, after allowing for administration, reinvestment and financing costs, the intention is to share profits between those who work within the business. The main activities of the business will fall within two specific areas. The first of these will be restorative and repair work and the second will be the provision of care services. In respect of the first sector, this will include repairing damage to both private and public property, for example, making good graffiti and physical damage caused by anti-social behaviour. Similarly, it is intended that the care services sector will also have a private and public appeal by providing assistance with the provision of care to the elderly, disabled and other disadvantaged members of the local community. There is no true quality without mutuality, (Davis 1995 p.15). Apart from three key board members, all of the co-operative workers will consist of young people between the ages of 16 and 25, and of mixed indigenous and multi-ethnic origin. Each of these workers will serve a one-year term with the business, with the potential for a subsequent unpaid advisory, mentoring or training role. At the commencement of each subsequent year a new team of workers will be introduced. The three key members will be the chairpersons together with an expert entrepreneur with relevant expertise in the field of property repairs and services and a person of a similar ilk from the care industry sector. These persons will provide their services in return for a limited remuneration and will not share in co-operative profits. In terms of the customer base, and in view of the lack of initial expertise of the business workers it is anticipated the customers will be generated from local government and non-governmental organisations and commercial organisations within the industry sector being targeted. In addition to the external services, the business will also provide training facilities for the workforce. Initial funding requirements for the business will be provided from the securing of grants and government assisted loans such as the SBLGS[1], which will be repaid at commercial rates (Carter and Jones-Evans 2006, ch.a8).. Socio-Economic environment in Leicester According to a report prepared by the local Leicestershire Partnership against Crime and Disorder (Report 2006, p.10), the city of Leicester is one of the most ethnically diverse areas in the UK, and has the least percentage of indigenous population, being 60.43 percent against 87.49% for the national average. In addition it is one of the top ten areas for unemployment and lack of academic qualifications. Further more the report (2006, p.11 and p.12) reveals that of the 47,282 reported crimes for the year 2003 ââ¬â 2004, antisocial crime, being arson, damage and hate, accounted for 20%. This means that, during that year nearly 9.500 offences were committed in this area of the statistics. Similarly, Local police records for Leicestershire show that, whilst the level of criminal damage was reduced when comparing June 2007 with the same month in the previous year (see figure 1), on an annual basis it is still increasing (see figure 2). These figures exclude the increasing rates of burglary, theft of cars and criminal racial incidents. In Leicester itself the rate of criminal damage has increased from 37.5 per 1,000 populations in 2000 2001 to 41.6 per 1,000 of population in 2004 2005, which represents an increase of nearly 11%. Within these statistics there are there are three main areas of crime that young people are predominantly involved in. These are anti-social behaviour, criminal damage, vehicle theft or damage and racial hatred. In the Leicester area during the 2003 ââ¬â 2004 year there was a 7% increase in the incidences of anti-social behaviour compared with the previous year (Report 2006, p.47). From the research conducted it appears that the majority of have been these offences fell into five main categories, these being: Threatening actions and phone calls. Graffiti, vandalism and material damage Causing neighbourhood and community problems Disorder in a public place and Noise violations. The result of these issues does tend to inbreed fear and concern into members of the local community, particularly in respect of the elderly and other disadvantaged demographic sectors. One of the main concerns of communities is their safety and comfort and they expect the local constabulary to provide this for them, which the above figures and statistics show is not the case. Criminal damage covers a wide range of social crimes, both against personal and public property. The definition of criminal damage covers a wide area of offences. For example, it can include litter offences, graffiti, and actual damage to the properties. For example, in the case of private or public or property damage, destroying fences, gardens and windows. The same actions are applicable to both property and vehicles. Racial hatred and abuse can manifest itself in one of two ways. It can be of a verbal or physical nature. Whist both are unacceptable, the physical racial abuse within the Leicester area has led to extreme violence and, in a number of cases, fatalities.. Incidences of racial hatred in Leicester are significantly higher than the national average. This is primarily because of the cities high concentration of ethnic mix when compared with the national average, as has been indicated within this report. Consequently to this situation the indigenous population will feel threatened by the presence of ethnic and immigration minorities. There are several reasons for this. A lack of understanding and appreciation of the cultural difference that exists between the various communities. There is a body of opinion, which has to some extent been fostered by the media, which proposes that people from other nations and religions should, when residing in the UK, comply with the UK culture. However, this denies them the right to preserve their own ancestry and traditions. The perception that these minorities are depriving the indigenous population of work opportunities. Such a response would be exacerbated by the higher than national rate of unemployment in the area. In addition, whether by accident or government degree, ethnic minorities are perceived to receive beneficial and preferential treatment from a range of government and non-governmental departments. In particular, this perception would extend to housing, unemployment and other available benefits. Fear is another key cause of disputes between the various ethnic and indigenous communities. Aligned with the lack of understanding, this is an emotion that often results where two or more diverse cultures are located within a close-knit community. Fear breeds protectionism and often this manifests itself by way of attacking the root cause of that fear, which in this case would be the ethnic community that is perceived to represent a danger or threat Local authorities and the police have the legislative implements and powers to be able to address crimes that are committed within the above identified areas. For example there is the ability for the police, local authorities, housing associations to use their powers to issue Anti-social behaviour orders against the offender, which can include the instigation of an exclusion zone surrounding the area where the offence took place. Similarly the police and local courts can seek prosecution and even imprisonment for the consistent offender. However, these powers do not of itself, deal with the root cause of the problem, which is to understand and address that have produced this behaviour in the first place. Neither does the legal reaction to these issues necessarily resolve or change the future conduct of the offender, despite the fact that criminal prosecutions can be instigated should the orders be breached in the future. In addition to solutions there Is a need to address both understand and address the root causes of these social issues and their economic impact, as this is the only way to ensure that there is a sustainable reduction in the current levels. Causes. There are a number of causes that can be attributed to the rising incidences of the crimes outlined previously. Demographics Social positioning in terms of the demographic areas where youths are domiciled has a bearing on their actions. The conditions experienced within the poorer area of Leicester will impact upon their perception of other areas of the city. For example there may be a resentment generated by the unfairness of the social divide. Some alleviation of this perception can be achieved by undertaking regeneration programmes that will improve the living standards of these impoverished areas. Education Whilst there are a number of local and central government schemes available for youths within the city, many of these do not allow for either hands-on experience, nor do they provide the youth with any form of meaningful recompense for the time that is spent. Thus, in themselves, they do not address part of the core problem, particularly in relation to the previously identified cause. Employment Employment levels within Leicester are high compared with other areas of the country and, in addition, the gradual change from its historical manufacturing industry predominance to a more modern and technological work environment has resulted in gap between the learned skills of the local workforce and those that are required by business. There is a need to address this skill differential to ensure that local youths are better prepared for the work environment once they have finished their education. Culture The varieties of cultures that now exist within the area are naturally a cause of tension. This is brought about mainly by the seeming ability to effectively integrate these factions. More effort needs to be made in encouraging communication and understanding between the various ethnic groups if this matter is to be resolved. Economic impact. There is an economic cost to the crimes and disorders that have been outlined within this report. These cost are incurred by a number of governmental departments, local authorities and, either directly or indirectly, members of the public and commercial organisations. In terms of the police and authorities there is the economic cost of processing actions against the offending person and, in extreme cases, their internment. Similarly, there is the cost both of repairing the damage cause and of funding the variety of scheme that are being implemented in an effort to remedy the situation. From the public and commercial organisations viewpoint, these sectors suffer from increases in local and national taxes, and the cost of repairing damage that is not covered by local authorities. For example damage to personal property and cars will result in claims to insurance companies or, where such items are not sufficient covered, cost to a member of the public, which at the least will involve them having to pay any excess due on such claims. Whilst there is a need to vigorously address the root causes of these social problems, it is also apparent that it is necessary to address the economics of the situation as well. This can partially be achieved by involving commercial organisations within the resolution process, thus reducing the impact on the public purse. Operation How will the operations of YTL help to address these issues? In the authorââ¬â¢s opinion it can help on a number of levels. Multi-Cultural awareness By integrating persons from a number of different cultural backgrounds, it is intended that the business will provide a vehicle through which young people will be able to meet and work together. Thus, partially as a result of the interaction and communication that takes place in the workplace, they will learn that cultural differences do not pose a threat to anyone. Similarly, the teamwork that will be required within the co-operative format should enable differences to be resolved and allow each worker to change their attitudes and perceptions in their private lives. This should lead to the various ethnic workers achieving a greater level of respect for each other. Community concern The public perception of the issues raised within this report show that there is an increasing fear of the impact that non-indigenous and immigrant minorities is having upon the levels of crime. Similarly, there is a belief that young people generally are responsible for a significant level of the crimes being committed. By the provision of youth labour through our project, it is intended that there will be an improved level of communication between the generations, which will both reduce the levels of few and help to address the issues that arise between the various age demographic sectors. In addition it will provide the youth worker with an insight into the consequence of their actions, helping them to understand the affect that these actions may have upon others within the community. Training and Employment With the levels of unemployment being a contributing factor to the behaviour of youth today, particularly in the Leicester area, one of the intentions of YT is to provide a short-term solution to that problem. However, in addition, by placing these workers within a workplace where they can achieve practical experience under the tutorship of experts within their chosen field, together with providing I-house training, it is anticipated that this will also assist in allowing them to gain entry into an appropriate career upon their departure. Similarly, as they are being paid for the work that they perform it should help them to appreciate that they have a value to the community, and that they can improve their socio-demographic positioning within the community. Another area where it is believed that the YTL business would be beneficial is in the fact that it is a commercial concern and structured as a co-operative. The former element will assist the workers in understanding of the financial consequences of their actions within a work environment and, similarly, ensure that they are aware that their position has to be maintained by merit. The latter factor, by involving them within the committee and decision process will give an understanding of responsibility. Skills To successfully manage this project, the author is aware that there is need to acquire news skills. In essence these relate to three main areas, these being leadership, management and communication skills. In view of the structure of the project envisaged, it will be important to be able to engage the people involved and empower them to work individually and as a team to achieve the objectives through their own innovative approach (Gill 2006, p.17 and p.227; Carter ad Dylan Jones 2006, ch.5). As Gill (2006, p.227) comments there is a need to ââ¬Å"manage things.â⬠Therefore it is important to have the necessary management skills to ensure the business resources, be those employees or material resources, are in the right place throughout the supply chain to ensure the efficiency of the business operations. Management is the creation and monitoring of a control system to achieve maximum productivity and satisfaction of customer demands. Finally, communication skills will be essential. Open communication (Gill 2006, p.140) is important to ensure that knowledge is shared throughout the organisation. Conclusion It is the authorââ¬â¢s opinion that the creation of the project outlined within this report will assist in the reduction of the youth multi-racial issues that currently exist within Leicester. Empowering young people from all ethnic backgrounds to work together and better understand the cultural differences that exist between them will achieve this.
